NCLB has many provisions that are required by law. The main provision that states are working towards is, by 2014 states must bring all students up to the 100% proficient level on their state exams ("No Child Left Behind", 2004). This graph represents equal steps of improvement. The graph is showing that each year the progress is growing equal to the amount of progress from the year before.
