Similar rights of self-determination appear in the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural rights (ICESCR). They apply regardless of whether the peoples in question are under foreign or domestic domination[1], and since the term ‘peoples’ is not defined by any of these instruments, this may provide minorities living within a nation dominated by another majority group with a means for enforcing their right to live as they choose.
